Customs (Amendment No. 3) Regulations 2012 [S457/2012]

The Customs (Amendment No. 3) Regulations 2012 amend the Customs Regulations (Rg 2) with the following:

  • Regulation 17 ‘‘Markings on cigarettes” is deleted and substituted whereby importers and manufacturers of cigarettes into Singapore should ensure that each cigarette imported or manufactured in Singapore is marked in the specified manner stated in the Regulations before the cigarette is released from customs control for sale or consumption in Singapore
  • A new Second Schedule, “Specifications” is introduced
  • The existing Second Schedule to the Customs Regulations has been renamed as the “Third Schedule”
  • Regulation 113 “Fees for licences” is amended by deleting the words ‘‘Second Schedule’’ in paragraphs (1) and (4)(a) and substituting in each case the words, ‘‘Third Schedule’’.

The Customs (Amendment No. 3) Regulations 2012 was published on 14 September 2012 and will come into operation on 1 March 2013.

Customs (Amendment) Regulations 2012 to come into operation on 1 April 2012

Customs (Amendment) Regulations 2012, published on 13 January 2012, shall come into operation on 1 April 2012.

Item 2 of the Second Schedule to the Customs Regulations (Rg 2) has been deleted and substituted with:

Types of Licence Fee payable
2.    Licence  —(a)  to ferment or manufacture ale, beer, stout or porter, where the projected annual production volume (in the case of an application for the issue of a licence) or the past annual production volume (in the case of an application for renewal of a licence) is —   
                (i)  1.8 million litres or more  $43,200 for one year
                (ii)  less than 1.8 million litres  $8,400 for one year
 (b)  to distill, ferment or manufacture any other intoxicating liquors  $28,000 for one year’’

Customs (Amendment) Regulations 2011

The Customs (Amendment) Regulations 2011, published on 28 December 2011 and which came into operation on 1 January 2012 amend:

  •  Regulation 113 by deleting the words ‘‘section  83’’ in paragraphs (5)  and  (6)  and substituting in each case the words ‘‘section 51, 63, 66, 82 or 83’’.
  •  Second Schedule by inserting, immediately after item 6, the following  item:

‘‘6A.   Licence  to manufacture CNG  for supply to motor  vehicles                    $2,600 for one year’’
