IRAS issues revised GST e-Tax guide on Exports

The e-Tax guide “GST: A Guide on Exports” was revised on 1 April 2013.

Paragraph 11.2 has been amended to include the Singapore Customs new Advance Export Declaration requirement that takes effect from 1 April 2013.

Paragraph 2, which relates to the list of updates in the guide, has been deleted and replaced with Paragraph 13. The paragraphs have been consequentially re-numbered.

Advance Export Declaration reminder

Singapore Customs (SC) has issued a reminder to traders and declaring agents that Advance Export Declaration (AED) will be implemented from 1 April 2013 with an 18-month adjustment period.

SC requires all declarations to be be submitted before goods are exported. The export permit for non controlled or non dutiable goods should be applied any time before export, prior to cargo arrival at port gates or cargo lodgement with Ground Handling Agents (GHAs), and not necessarily three days before export. If the export declaration has not been declared prior to cargo arrival at port gates or cargo lodgement with GHAs, the cargo may be subjected to checks.

In conjunction with AED implementation, traders and declaring agents can now submit amendments via TradeNet to update the previously approved Export Permit with Certificate of Origins (CO) applications.

Singapore Customs: Advance Export Declaration (AED) implementation details are available

Following the implementation of Advance Export Declaration (AED) from 1 April 2013, the Singapore Customs has since published the AED implementation details and FAQs on its website. The Singapore Customs has also informed traders by way of the Notice No. 07/2012.

The Advance Export Declaration (AED) will be implemented for all exports from 1 April 2013 where declarations for all exports are to be submitted prior to export. The administrative exemption (IE Notice No. 2/76) that allows for declarations of non-controlled goods and non-dutiable goods by air and sea, to be submitted within three days of export, will be rescinded with effect from 1 April 2013.

Singapore Customs: Implementation of Advanced Export Declaration (AED) from 1 April 2013

The Singapore Customs (SC) will be implementing the Advance Export Declaration (AED) for all exports from 1 April 2013.

From 1 April, declarations for all exports has to be submitted prior to export. The administrative exemption (IE Notice No. 2/76) that allows for declarations of non-controlled goods and non-dutiable goods by air and sea, to be submitted within three days of export will be rescinded with effect from 1 April 2013.

However there will be an 18-month adjustment period starting from 1 April 2013 to 31 September 2014. During the adjustment period, traders will generally not be penalised by SC for non-compliance with AED requirements.
